# Before a Committee Starts: Financial Roles, Records, and Workflows

A practical financial setup discussion for new campaigns and political committees, including responsibility, records, reconciliation, and counsel coordination.

Key takeaway

Agree who captures, approves, reconciles, reviews, and reports financial activity before the volume of transactions grows.

A new political organization needs more than a filing calendar. It needs a usable process for the activity that will eventually appear in its books and reports. Financial setup should be considered alongside legal formation and registration, with the treasurer and counsel involved where appropriate.

## Define responsibility before selecting tools

Identify who receives financial information, who approves spending, who records activity, who checks banking against the books, and who reviews reporting information. A vendor arrangement does not automatically transfer the treasurer’s responsibilities. Agree how questions and unresolved items will reach the person with authority to decide them.

Write those roles down. When staff change or campaign activity accelerates, a shared record is easier to use than a series of assumptions.

## Map the information that must reach the financial process

Discuss contribution platforms, bank accounts, vendor invoices, reimbursements, debt and obligations, and supporting documentation. Identify the person responsible for each source and the expected delivery timing. Jurisdiction and committee type affect the requirements; a generic checklist cannot establish which rules apply.

The goal is to make missing information visible early. For example, a transaction visible in a bank feed may still lack the documentation needed to understand and classify it correctly.

## Set a rhythm for reconciliation and review

Plan when accounts will be reconciled, when exceptions will be reviewed, and when reporting preparation begins. Distinguish an internal preparation date from a legal filing deadline. Confirm the applicable calendar through current official guidance rather than relying on an old webpage.

## How Ferrenhall Compliance can help

An agreed setup engagement can address financial roles, record collection, bookkeeping workflows, reconciliation, and reporting responsibilities. Counsel should handle legal determinations. The exact work, software, access, availability, and fees require a scope discussion.

For an initial inquiry, describe the organization type, jurisdiction, launch timing, expected activity, existing systems, and treasurer or counsel involvement. Send a summary rather than private records or credentials. [Discuss committee financial setup](/contact/?service=new-committee-setup).

This article offers financial-process information. It is not a legal determination, a complete formation checklist, or an assurance that a committee is ready to begin activity.
